Land Development Entitlements

GSA assists clients in site selection to identify new development sites that meet their criteria. GSA also assists clients with the land development entitlement process to secure Future Land Use map amendments, zoning amendments, and site plan approvals. GSA is often part of multi-consultant teams as the land planner or leading as the project manager over the other consultants and acting as agent on the project to the local jurisdiction.

GSA also serves as a subcontractor to property appraisal companies that work for local governments in property (environmental lands) or right-of-way acquisition. This work includes analysis of property acquired and its impact on any future development potential of the site.

Management Consulting

GSA has directly and as a sub-contractor to a primary firm, provided analysis of local governments’ land development review processes to identify areas of organizational and process improvement. The process includes interviews with staff, customers, review of performance tracking data, and review and analysis of land development application materials and jurisdiction comments.

Other management consulting has included assisting local government managers, department directors, and county managers with research, data, and other counseling to enhance decision making on complex issues.

Extension of Staff Services

GSA is the general planning services consultant to several jurisdictions. We perform continuous planning services related to the review of land development applications for site plans, rezonings, plat vacations, variances, and Comprehensive Plan Amendments. We also perform building permit reviews related to zoning code consistency. GSA staff has served as the interim Planning / Development director for jurisdictions and assisted jurisdictions in their search for a new hire. GSA has drafted RFPs for various needs of local jurisdictions.

Emergency Management Planning

GSA has provided clients with emergency management plans for their jurisdictions. These include City Emergency Management Plans (CEMP), Disaster Debris Management Plans, Recovery plans, and Continuity of Operations Plans and related analysis and mapping. With previous employers, GSA staff has worked in Emergency Operations Centers as the Incident Commander, Recovery Manager, and as an ESF-5 Planning section leader.

Mapping Services

GSA provides Geographic Information Services (GIS) based mapping services. We create maps, related databases, and perform analysis. We also help in the maintenance of GIS files, maps, administrative services, training, and licensing with vendors such as ESRI. GSA has also assisted jurisdictions in the creation of mobile applications to enhance field data gathering. Work has also included field data collection and the training of local government staff in the use of the app and related GIS features. GSA has also assisted private clients with demographic based GIS analysis to determine future business opportunities in various parts of the United States.

Impact Fees

GSA has served as a member on multi-consultant teams for transportation and multi-modal impact fee development and updates. Some projects have included additional transportation planning services for various FL agencies to include planning for multi-use paths and trails.

Environmental Consulting

GSA has extensive experience in environmental policy. GSA staff spent over 20 years in the public sector providing environmental protection via land development regulation enforcement. In the private sector, GSA staff has experience working performing stack testing and industrial hygiene testing at a variety of facilities in the eastern United States.

John and I collaborated in Manatee County and his expertise in the field of transportation planning, the comprehensive plan, impact fee administration and the capital improvement plan was incomparable. His professionalism and knowledge was always a big asset to Manatee County. He earned the recognition and respect of all the department directors and team members such as myself for his leadership was always top notch. Even today as he has chosen to follow his own path, I keep him in high respect for the great person and professional that he is.
